The Infringement Processing Bureau (IPB) is part of NSW Police
and is the government agency responsible for collection of
fines.
The IPB processes in excess of 2.4 million infringements per
annum. This includes infringements for over 300 commercial clients
on a fee for service basis.
Infringement notices processed include:
- Traffic
- Parking
- Red light cameras
- Speed cameras
- General, eg: liquor, environmental, rail & summary
offences
- Local Council and other client agency offences.
IPB performs an integral role in the processing of infringements
for offences in New South Wales under the Traffic Act and some 160
other items of legislation and regulation. Matters which remain
outstanding are then referred to the State Debt Recovery Office for
recovery under the Fines Act 1996.
Key Client services are the recording of infringements to the
Infringement Management Processing System (IMPS), receipting of
infringement payments, telephone services for public enquiries
(which number around 10,000 per week), and response to over 200,000
items of correspondence per annum.
Any agency able to issue an on-the-spot fine can utilise the
services of the IPB.
The Adjudication Unit of the Bureau provides an opportunity for
review of infringements in terms of good driving records or
extenuating circumstances. People may elect to have their matter
determined by a court, which always remains an option if unsatisfied
with the review result.
The adjudication of client issued infringements is a co-operative
process between the IPB and the client agency.
